Jean Ryan at the Taxi and Limousine Commission hearing
in New York City on May 4, 2005

I M P O R T A N T

New York City Taxi and Limousine Commission Rule #6-07(f) requires all For-Hire Vehicle bases to provide wheelchair-accessible service upon request. Base owners may comply by either purchasing their own vehicle, forming a cooperative of bases to share the purchase of a vehicle, or contracting with a specialty base to provide the service. Service must be equivalent in terms of quality and price.

This refers to livery car service, commonly referred to as local car service. Many of the bases will not have a w/c-accessible vehicle and will refer you to A Ride for All. This is unacceptable! A Ride for All has three vehicles to serve all the five boroughs of NYC. More than likely, you cannot get a vehicle without a reservation. Non-disabled folks can usually get a car to take them to their destination within 15-30 minutes. We should not accept less.

We need documentation to convince the TLC to force car service bases to acquire their own accessible vehicle/s. Call one or more of the car services in your area. For each call, complete the attached form. Fill out a form for each incident. For example, if you call the same car service twice, you must complete two forms.

We must expand our transportation options.
